Missions
At Victory Outreach we believe no matter how downcast a person is, once they surrender their life to Jesus Christ, He unleashes and realizes the greatness of their potential. In turn, they can reach others in like manner.
The mission of Victory Outreach is to plant churches throughout the world. Breaking with the conventional view that the mission field is overseas, we believe any church planted in an under-served area is a mission, be it in America or remote Africa.
However, a full one-third of all Victory Outreach church planted are overseas. We often plant churches in the neediest areas such as Bogotá, Columbia and Indonesia, where violence has reached epidemic proportions and these churches labor under hazardous conditions. Yet, the threat of global terrorism has not deterred us — in fact – the challenge has fueled a new determination within our missionaries.
Our recent church plants include South Africa, Panama and Cuba. Victory Outreach has planted over 300 churches in 30 countries worldwide. Here are some of the counties we currently have church plants:
Australia Brazil Colombia Cuba England Germany India Indonesia Mexico Netherlands NetherlandsAntilles New Zealand Panama Philippines South Africa Spain Suriname United StatesVenezuela

Our Beliefs
For over 45 years, the foundational beliefs that have been a primary motivating factor in Victory Outreach are seen evident in the thousands of lives that have never been the same since they walked through the doors of Victory Outreach. Victory Outreach is uniquely distinguished by its fundamental belief in God’s love and in the transforming power of His love for hurting people from all walks of life.
Victory Outreach believes in the church’s mission to reach the lost as mandated by Christ in what is known as the Great Commission found in the Gospels. Jesus commands his disciples “… go and make disciples of all nations” and “Go into all the world and preach the good news to all creation” (Mt 28:19, Mark 16:15 NIV).
Victory Outreach believes that the Spirit of God is still actively working in the building of the church through manifestations such as the Baptism of the Holy Spirit for the empowerment of service, speaking in tongues and the impartation of spiritual gifts to each believer (Acts 1: 4-8, 2: 1-4, I Cor 12, Rom 12: 5-8).
The beliefs of Victory Outreach can be classified as Evangelical and Pentecostal. Following is the organizations Statement of Faith which are the nonnegotiable tenets of faith that all Victory Outreach churches adhere to.

The History
Since their humble beginning in 1967, Victory Outreach grew from one church to a worldwide network of over 700 churches and ministries, with locations across America and in 30 countries from the Philippines to the Netherlands. They have grown into one of the largest inner-city ministries in the world meeting the needs of people from all walks of life.
For over 50 years, Victory Outreach has trained and equipped men and women to reach their full potential in life, whether it is establishing a church, building a career, or growing and nurturing a family.
The following timeline illustrates the growth and development of Victory Outreach International. In 1967, their vision was to reach East Los Angeles. This vision broadened to include California, then all of America, then the entire world.
Reaching Los Angeles
Victory Outreach began by Sonny and Julie by inviting drug addicts from their local community — people they did not know — into their own home.
They shared the basic truth of the Gospel: God loves you and that he had the power to change their lives. Victory Outreach was born and began to flourish.
Reaching California
In the early 1970s, members of Pastor Sonny’s church felt an overwhelming sense of destiny: They dared to believe God and stepped out in faith starting Victory Outreach churches across California.
They had little financial support, and in some cases, had no friends or contacts in cities they embraced as their own. Faith began to swell in the heart of every Victory Outreach member.
Reaching America
In the 1980s, Victory Outreach emerged to the forefront of mission-focused ministries. Churches were planted across America.
Some of the churches began to grow and this success spurred the next daring move: A cross-cultural church planted in Amsterdam, Netherlands and in Mexico.
Reaching the World
From the 1990s onward, it has been a time of explosive growth for the ministry, both in the U.S.A. and abroad. Currently, a full one-third of all Victory Outreach churches planted are overseas which has added a strong international flair to the ministry.
However, the primary focus of the ministry continues to be meeting needs within the inner cities of America.
They are poised on the brink of a new era of growth and development. The ministry of Victory Outreach is as exciting today as was the day it was founded over 50 years ago.
Founder’s Message
“Creating a legacy of hope since 1967”
For over 45 years, Julie and I founded Victory Outreach with a clear mission: to empower individuals to take control of their lives by placing their future in the hands of God. We have seen multitudes exchange a hopeless life or future for a new resolve and confidence in life with a single-minded determination to help others.
Our unique vision continues to guide our values-driven approach to ministry, personal growth, and global-community involvement. Since our beginning, the preeminent value of Victory Outreach is family. We are a global family with members in every populated continent in the world.
